Commander Spotlight: New Commander for 3rd Civil Defence Division
3rd Civil Defence (CD) Division salutes outgoing Commander Lieutenant-Colonel (LTC) Abdul Razak for three years of stellar command while welcoming their new Commander Lieutenant-Colonel (LTC) Ling Young Ern.

Lieutenant-Colonel (LTC) Abdul Razak Bin Abdul Raheem officially assumed the post of Singapore Civil Defence Force (SCDF) Director of Public affairs on 1 July 2012.

“I’d like to give thanks to Commissioner SCDF, Directors and my staff for their patience, guidance and support for 3rd CD Division and for me through these past three years,” said LTC Abdul Razak in his farewell speech to the division at a Change-of-Command ceremony held at Yishun Fire Station on 29 June 2012. 

As Commander, LTC Abdul Razak managed three main fire stations, namely, Yishun, Seng Kang and Ang Mo Kio fire stations. He also oversaw the welfare and duties of over 500 personnel.

LTC Abdul Razak, who took over as the Division Commander on the same date in 2009, also highlighted the insights he gained from leading the division.

“I have learnt in my time here that a firm and effective leader can be a leader with a heart,” shared LTC Abdul Razak.

SGT Raphael, a section commander at Seng Kang Fire station, who interacted with the Commander in the past, agreed with that quote.

“He has been very nice to us. Even though he has a higher rank, he often makes an effort to talk to us. He is strict during operations, but he never forgets about our welfare. He will always make sure we learn from our mistakes,” SGT Raphael revealed.

As he moves on from his post as Commander of 3rd CD Division, LTC Abdul Razak brings with him many cherished memories he has gained from being a part of 3rd CD Division, whom he proudly and endearingly refers to as the Falconites.

Speaking with Home Team News at the post-ceremony reception, he explained how his men have, throughout the course of his term, become his motivation to carry out his duties effectively.

“My staff’s creativity and camaraderie are what make us so unique,” he heartily shared in an interview with Home Team News.

LTC Abdul Razak also leaves the Division with numerous achievements under his belt.

The most memorable achievements he recalled were the contributions that the Division made to the 2009 Asia-Pacific Economic Cooperation (APEC) Summit which Singapore hosted and the 2011 Singapore Grand Prix.

LTC Abdul Razak’s 3rd Division was deployed on both occasions to provide emergency response coverage and he was proud of their efforts in providing quality service to the public.

LTC Abdul Razak’s active support for the Community Emergency and Engagement Committee (C2E) has been well received by the community.

The C2E Committees are the Community Emergency Preparedness (EP) Unit formed in each constituency.

They help strengthen community resilience by involving the public in Community Emergency Preparedness Programmes where trainers will impart skills on first aid and knowledge on emergency procedures.

Mr Lim Bee Hock, Chairman of Aljunied-Hougang C2E, fondly described LTC Abdul Razak as a friendly and caring man.

He appreciated LTC Abdul Razak’s active support for the grassroots’ efforts when the Division Commander helped pushed for better equipment for the C2E.

The now former Commander of 3rd CD Division ended his speech by welcoming new Commander LTC Ling Young Ern and wishing him success.

LTC Ling Young Ern, a 36-year-old father of two, was formally the Head of Operations at the Civil Defence 1st Division where he oversaw the operational and training-related matters of various fire stations —Central, Bishan, Alexandra, Jurong Island, Clementi and Banyan.

LTC Ling Young Ern graduated from the National University of Singapore in 2000 with a Bachelor’s Degree in Engineering (Mechanical), and obtained a Master’s Degree in Engineering in 2001.

In 2007, he furthered his studies in fire protection at the University of Maryland, College Park, and earned a Master’s Degree in Science (Fire Protection) in 2008 with the honour of Phi Kappa Phi.

LTC Ling Young Ern joins the 3rd CD Division with a wealth of experience which he hopes to use to help improve the operational standard of the Division.

When asked what his new staff could learn from him, LTC Ling Young Ern said, “I feel that the team in the 3rd Division is a very strong and talented team. I think I will have to learn from them instead!”

LTC Ling Young Ern also wishes to continue supporting and improving relations between members of C2E and the Civil Defence Force.

With regards to his goals, LTC Ling Young Ern hopes his team can achieve operational excellence and serve with compassion to better benefit the community.
